Summary
During multiple crises, the EU Treaties have proven to be a stable but flexible framework. Even if they are no formal constitution, they represent – in substance – the constitutional law of the Union. In light of their high level of complexity and rigidity, our project advances three transformative innovations: a constitutional core anchored in Article 2 TEU, containing the Union’s values; a core constitution reflected in Articles 1–19 TEU, serving as a guiding framework for the interpretation of the Treaties; and a new social point of reference – European society.
